Hello all,
My VHF Nav and VHF comm radios won't switch freqs in FS 2004. All the other gear on the radio stack you can still manipulate. Any help would be greatly appreciated.

Do you use the default airplanes or some free addons?
On the default it shouldnt be a problem, but with some free addon aircrafts I had the same trouble! just fly a visual approach then

I had the same problem the other night in my Dreamfleet B58, they were stuck on 125.13. I tried using FSPAX to switch them also with no success. Angry and out of ideas, I quit. I think it had something to do with Squawkbox, but it was late and I didn't feel like troubleshooting it.

If this happens with only 1 specific plane (non FS9 standard) than you should first check the aircraft.cfg file (notepad) and
go to the [radios] section.
In there you'll see something like
com.1=1,1,0
com.2=1,1,1
nav.1= 1,1,0
nav.2= 1,1,1
By changing the 1's in com.1 and nav.1 you might be able to fix the problem.
If you are not sure on what to change, just open the aircraft.cfg file from the standard B737_400 plane and copy/paste the entire [radios] section into the cfg file of the plane you want to fix.
