Scale Model Surface Deflection Times

I am having a conversation / disagreement with a friend.
He states that if one were to build a scale model aircraft with articulating surfaces - rudder, flaps, ailerons; that the time for full deflection for each surface would have be be scaled down ie. sped up as well. This aircraft is not meant to fly. Only represent the actual aircraft.

I disagree. Regardless of scale, surface deflection times should remain constant with the full size aircraft to keep with realism. Can some one provide me with a plausible argument.

As you can imagine, we are a blast to hang out with a parties.
