Hi,

It's been a long time since I played the game but you first have to build your airport and include as much facilities as possible. Then all you have to do is wait and check every once in a while if some airline is interested in your airport.

I do believe that all airlines require a fire department on your airport.

BTW, even when you have your first contract in the pocket, it can still take a few months (simulator time) before you see the first aircraft on final approach.
