Well, here in the US, I don't own an ATC scanner, I own a police scanner with the capabilities to pick up ATC, so here in the US, there are probably ATC scanners, but my police scanner picks up almost everything, like TV channels, HAM radio CB's, airliners, ATC, but not radios.

I don't know if they're available overseas, but I have three Radio Shack receivers that pick up ATC (as well as various trunked systems, public service, etc). Mine range from US$80 to $250. If all you want to listen to is ATC, go cheap... that is unless you want military UHF too. You don't need a wide range that you can pick up, nor a thousand programmable channels.
