I Want To Edit Some Textures But Cannot Open Files

I'd like to edit some textures of an ATR I downloaded. How difficult is it to do something like this? I tried using the texture editor that comes with FS2K2 Pro but some errors are reported when I try to open some textures. Thanks for the help.
