How do you edit the aircraft.cfg such that planes that can powerback in real-life (DC-9s, Fokker 100s, etc.) can powerback in Flight Simulator? Thanks for any responses.

I dont think you can edit it in aircraft.cfg. You many need to adjust the .air files and for that to be done you need a compiler.
I may be wrong and it will depend which aircraft you are using in particular as to how they can be adjusted. Hopefully someone else can help further - try emailing the aircraft authors?
