I have this specs on my PC:
256 MB of Ram,
2.66 GHZ
120 GB of Hard Disk
Windows XP home edition
64 MB of video memory
I dont know why the heck I am getting 7 to 15 Frames per second in an aiport while parked, taxiing, and takeoff, once I am on the air I get 18 to 25 Frames per second.
Could someone help me?

there's nothing to help.
For one it's not needed (your performance is quite enough), for another your machine isn't up to it.
Get more RAM (increase to about a Gigabyte), a better videocard (and don't get suckered into a lowend card, a GF FX with a minimum of 128 MB but better 256MB is recommended), and you might get more fps.
But always remember: FPS == F***ed up Performance Specifier!
What's far more important is fluidity combined with good visuals.
