Overcast Cloud Layers In FS04

Has anyone else noticed that in FS2004, you can't get the clouds to be overcast, no matter what you do? Overcast stratus on my computer and my roomates computers looks like scattered to broken at most, when it should look like this:

My overcast stratus looks like that photo, however it never covers a very large area. I feel lucky whenever I can descend into a square patch of overcast stratus. I love the cumulus overcast though. Try mixing layers of stratus with cumulus, and make sure your cloud density is on full.
