My first aviation receiver was from Radio Shack for about US$70-80. Very well built radio (by Uniden), extremely durable, and has a great stock antenna that can pick up clearance delivery from over 10nm away! I recommend the Radio Shack PRO-71. (I also have a PRO-94 and PRO-2050, but they do not do so well on the aviation band.)

I am using a MVT-7100 scanner now mainly because I am now interested in listening to the HF band but I started out with a PRO-60 from Radio Shack. I also used a PRO-90 and both the scanners from Radio Shack in my opinion were very good so thats what I would recomend.
