gMax is the best program for designing FS scenery (FS8 and above). It's free, and if you actually take the time to learn it, a great program. The only other program capable of making detailed scenery is FSDS from Abacus, which is payware, and less powerful and capable than gMax.

I posted a link. I think it's somewhere under products, it's a free download but you have to register it (not a big issue).
