Water Effects - Please Help!

I'm completely baffled here.

I am running FS9 on a new machine (Radeon 9600xt, pentium4 etc) and I can't get the slider for water effects to go the whole way without the slider above reverting to "land effects" only.

I understand that there is a certain level of hardware required to run the water effects to the max - and I have installed directx - but what can I do to make the slider go to maxiumum? I would have thought my pc could well and truly handle it.

It's supposed to do that. If you put your water effects up all the way then there is no need for the terrain effects position. Basically, to have the best water textures put the water effects slider all the way and leave only the land effects.
