Hey Guys -
I was wondering what the difference is between a Repaint and a Base Package?
Example:
FS2004 Airbus A-319, Air France
iFDG is proud to present the Airbus A319. The aircraft model includes most of the standard features including animated control surfaces, wingviews, flaps, full lighting configuration, and highly detailed, reflective textures.
Would this be a Repaint or the Base Package?
Also, what is the difference between POSKY and Project Opensky?

POSKY is just the abbreviated name for Project Opensky! The package you stated above would be a repaint with the base model included.

This above part refers to the base package which will be common for all repaints including the Air France one you are looking at.
The repaint can either just be a colour scheme of a particular airline and you will need the base package to use it with. or sometimes people will include the base package and the repaint in one whole aircraft folder just to save you the hassle of having to manually setup the textures etc.

Where do I go on Meljet to download the base package for the 777/747. Is it like on POSKY where, when you download the ailine livery that you want the plane comes with it, or do you have to go and get it from a special place.

Well most groups like us at iFDG don't make base packages, because not everyone knows how to install liveries manually. So what we do and ask repainters to do is upload the whole thing, including model.
Base Packages are not for painters. The Paintkit's are.
There is no Base package for the Posky 757. They only have virtual cockpit textures under that section.
