Try AVSIM, there is a really good 154 package - I think its nearly 70MB but comes with panel and soundset. Really worth the large download. If you want to read a review of it there is one on there with lots of pics I believe.

If you search "TU-154" under FS2004 original aircraft it's the very last result, and it's 50 meg or so. Looks decent for freeware, so i'm not complaining.

Its a great aircraft, dont get my wrong, but the instruction manual reads like... an instruction manual! 70+ pages and not to mention everything in the cockpit is in cryllic. So therefore, its a great aircraft with great autenticity, but not for the novice!
