Can somebody please tell me where this spot is located at LAX?

it seems that this place is very popular at night, as all of the shots I've seen on the db from this spot are taken at that time.

What kind of lens works best here?

This is taken from the roof level of parking area P-3. I have used a 100-400, and 70-200 at that location, both will work fine.
