It is the most popular picture for ONE simple reason: It was at the top position at some point of time, therefore being featured under the top-position link on the index page, which resulted in even more people clicking it, which even fortified the top position, which means that it stayed on the top-position-page even longer, which means that even more people click on it...
And so on, and so on...
Which means that even if the visitors would theoretically like another picture much much better, there is no way to ever push these top-position pictures down.
Easy, huh?
