All Boeing 737s arrive in Washington by rail because the fuselage is built in Wichita, Kansas and it takes 8 days by train to get to the final assembly place.
That one is most likely a 737-700 because the 800 and 900 have two over-wing exit doors AND the 900 (not sure about 800) is longer = more windows behind the exit door. There are 18 windows on that one.
