I think you'll find it's because the photographer it belongs to wasn't allowed to release it into the public domain (but it got there anyway) but he still can't knowingly submit it to a photography database like this. There was another thread about the topic, and someone posted a comment from the photographer in where he clarified that he wasn't allowed to release the picture.
