Photography from the parking garages is no problem. Cops will come and check on you from time to time and may ask for I/D, but they won't chase you away. Try and avoid staying close to the edge when not actually photographing. One of the biggest problems in the USA is the paranoid and ignorant general public. As soon as they see someone with binnocs/cameras/poles they report it to the authorities and they then have to come and check you. Basically, it's not a case of hiding from the authorities but from the public!

I have found that shooting from Level 9, Term 4 has worked out. I have yet to be bothered by the City or the Police. Good Luck.

That photo looks like it was taken from the employee parking lot that is located just before the threshold for RWY 7R & 7L. It might be possible to get that shot from the street that runs into the parking lot access area. Its kinda hard to explain how to get there.
There is a very non-complete map of sky harbor. Basically, if you want to get to that general area, come into the airport from the west on buckeye road, and right before where it says "facilities and services" on that map, there should be a road that runs south. Im not sure how far it runs, but it is there and it runs perpendicular to the runway thresholds. It might not give you that exact photo, but it will be close. The photo was taken either there or from the employee parking lot (that is also not shown on the map) but it would be basically right smack in front of the 2 south runways approach ends.
