I was thinking about taking a trip down in the next few weeks, and looked at the ORF website (http://www.norfolkairport.com) and came across this in the Q&A section:
Q: Is there any place to go and watch the planes land? A: There is a public observation area located at the bend on Robin Hood road adjacent to the Air Cargo Terminal and employee satellite parking lot.
Can anyone confirm this, so I don't waste my time?

The Robin Hood road spotting area was recently rebuild and is open now. I'm not sure about the Botanical Gardens spot still being open. I live and have commuted in and out of ORF since '79. The Botanical Garden spot was on a hill and always seemed to have spotters.
