Have seen a few threads on photo fraud, yes, one was mine, but what criteria do the photo judges use to accept or reject a valid photo? If a photo is suspected as being a fraud, what are the penalties if the photographer is found "guilty"?
Cameras shoot pictures. Guns shoot people. They have the guns.

If someone is guilty of posting a fabricated photo, or of stealing anothers images and posting them here as their own they should be outright banned. (And I think that has been the case...)
I also feel that people who make baseless accusations against photos/photographers should be banned. There are ways to address an issue (ie...email to the photographer/screeners/admin) to deal with the issue. Many of the threads, if not all, regarding alleged fakes were started and kept alive by people with no idea what the devil they were talking about.
Luis hits it on the head...it is serious disrespect for all of the photographers here.
