Is This A Problem With My Scanner?

Look at the black line on the fusalge it is kind of strange looking. Is this just low quality? por scanning? etc any help much apprciated

Seems like CCD noise.
If your scanner is compatible with VueScan you could get most of it out by doing a multi scan. I would try, say 3 passes. You can try it for free http://www.hamrick.com
