Processing Of RAW Images

up until now i have been shooting in fine JPEG with my D70 and have had some bad luck. so now i want to try somethign new to see if i can do better with that. my question is how do i process RAW images to begin with. now, before you yell out photoshop understand this. i dont use photoshop, i have only photoshop elements. what can i control with RAW images. what limitations does it have? i want to know it all!

Would suggest Nikon Capture or (I know you said don't yell PS but) Photoshop CS with Adobe Camera Raw (ACR).
