Eliminating Blur On A Dark Day

Even though I have a nice camera (Canon 300D), I'm fairly new to photography. Over the weekend, I took numerous shots at SAT in foggy conditions that made the afternoon seem like pre-dawn. The results were blurry, obviously from the shutter hanging open long enough to acquire sufficient light.

Shot of using a monopod, was there any setting I could have used to get around this problem? My ISO was set at 200.

Keep a high shutter speed. What lens do you use? Can you show some examples?

Pump up the ISO, use F2.8 with as fast a shutter speed you can get. Try using a tripod (specially for static planes).

Here is one I took at 1600 ISO in almost complete darkness. I took about four shots, one was sharp. You need to be a bit lucky too.
