Alright, up until now I havent been upset over any of my millions of rejections. This one miffs me a little bit. First time it was rejected because of bad catigory. No big deal, easy to change, I reupload it with the correct category and it passes first screening. Then it gets rejected for badexposure? Why didnt it get bad exposure on the first two times it was reviewed?

Well I don't know neither why the screeners didn't tell you more precisely at the first attempt, but I think there is also a slight blur (have a look at the airtran.com lettering on the engine). And maybe a bit too much sharpening as well, imho.
So although I wouldn't call it badexposure, there are a few problems left. Good luck, because it's a nice pic, I hope it gets added...

Probably because different screeners looked at it and had different opinions about it.

Probably not. We try hard to list every reason why an image is rejected with every screening. However, often with badinfo (or badcategory) the image will sometimes be rejected quickly without an in-depth analysis of the image. Two reasons for this: one it does save some time allowing us to screen more, and secondly it's a simple thing which all uploaders should be getting right, so we consider a quick rejection is appropriate (sometimes).

We try to list all reasons all times, but the world isn't perfect and we don't have all the time in the world, so sometimes that doesn't happen.

So, it was really only rejected once. You state "it passed first screening"... that is a little misleading. There isn't really a "first screening" stage at all - it simply means it had received one HQ from at least one screener. But that HQ mark may have carried comments to the other screeners, maybe to look out for doubles, questions about quality, etc.

It therefore is unreasonable to say that there were any screeners whos thoughts were opposite to the decision.

then i would say the email is misleading as it states:

PHOTO PASSED FIRST SCREENING
You have 1 photo still waiting that passed the first screening.


edit: also your comment about a quick rejection being prudent sometimes isnt really valid in this case as there was much discussion about what category this belonged under in this forum.

Like I said, that's what "first screening" means. And yes, the email is misleading.

I don't know why there was much discussion about the category - the upload page help should have answered the question. Besides, I was talking generally, not about the specifics of your photo.
