Ministry of Health? I've never heard of it but is sounds like a government agency. I would upload it as that. If you click cross data search you'll see other people have uploaded it as a government aircraft as well.

Alright, I don't think I was clear enough in my original post.
The photo I linked to wasn't taken by myself nor does it picture the exact helicopter that I photographed.
As far as I know, the helicopters are now contracted out to a private company, Canadian Helicopters, and operated for the Ministry of Health. I think this is a relatively recent change, so the photo I posted is probably not even applicable any more .
I'm not sure if it should go under goverment or business, since it is operated by a business but owned by the government (I think, though I'm not certain that this is indeed the arrangement).
Sorry for any confusion and I help someone can clarify this.

You know the gear is up and locked when it takes full throttle to taxi to the terminal.

According to a thread here by the editor(s) a few months ago, the Business category is an exclusively "Biz Jet" category..presumably not even to include corporate examples of airliners such as certain 727s.
Helicopters were specifically cited as improper for The business aircraft category. So if you have an example of a General Electric for example owned Sikorsky S-76, it should go under "Private" now.
Unfortunately, last I noticed the language on the upload page implies something entirely different.
