Good luck! Spotting areas is very limited and strict in San Diego. Your best bet is the little observation window inside terminal 3 wear Continental gates are but as for the perimeter, Harbor Drive at an intersection for landing shots is the main location.

Try the small parking area at West Laurel and Harbor Drive. This will probably be your best bet for approaches, and you might want to consider shooting from 5:30 PM until sunset. The local Harbor Police are constantly driving by on both sides of the airport perimeter fence. They have stopped to talk with me on a couple occasions and were always pleasant and had no problems with any photography in the area.
