Quoting Linco22 (Reply 5): Just had the same category of rejection. Any pointers? To my eye its fine.
Quoting Martin21 (Reply 2): Very easy with PS. Select the measure tool, draw a line over the horizon. Go to "image" than "rotate canvas" and "arbitrary". PS automatic fills in the degrees for straight up the line.
This one is more difficult, but I used one of the poles for leveling.

Concerning framing, maybe the horizon leveling is not the sole problem.
the horizon is right at the center of the frame which is unchallenging for the eye. A picture which doesn't invite the eye to move around becomes rapidly dull.
The rule of 1/3 or 2/3 could have been applied here.
