most graphic programs should let you do it, like Paint Shop Pro or Photoshop (they are not easy if you are not familiar, and they are expensive). You could also try photo cataloging programs (like ACDSee, IrfanView or FastStone Image Viewer), they provide such features in a more convenient 'one-click' way.
Finally, you can do it in your Windows Paint, but the results might not be too good.

You can buy Photoshop 2.0 Elements on Ebay for $20 or less. It is a fairly easy program to learn basic editing and I still use it today for almost all of my photos on Anet. If you want to edit shots for Anet I would suggest you pick up a copy, most people think this is the bare minimum for editing programs.
