Minimum Photo Size Changed?

Hi guys!

I just went through my appeal photos list and found that one shot had the size ( 696 x 1047 ) marked in red. The shot was rejected for quality but still I'd be interested to know what that red color means and if maybe the minimum required size for a photo has been changed?
On the upload page it still says "1000x667 pixels or bigger ".
