If I screened this image, unfortunately I would have to reject it for quality, blurry, soft, dark, motive, and level.

Jeff is right, both Martin and Hongyin´s opinions are worth to listen to, don´t discard them just because they´re two guys instead of ten.  tapedshut 
As for the picture, I believe it doesn´t stand a chance because it´s blurry (out of focus), for starters. It is also pretty dark and has some colour cast due to the tainted glass, IMO.

Just out of interest though, how would I level this pic.?
There doesn't appear to be any fixed verticals to use as a reference.

No, you don´t have to do that. You´ll just have to be careful to compensate the tainted glass with either the WB or the colour settings in PhotoShop, in order to put the photo in some 'normal' colours.

I´d use the verticals in the tug. Although they´re a little to the right, I think that they can be a good reference. If you do so, you´ll have to check with the overall level of the pic, just to be sure.
