Try shrinking the physical size of the image. For example instead of 1600x1200 pixels, make it 1200x800 or thereabouts. By doing this you can still save at the maximum quality and it should put you under the 1MB mark.

If you have Photoshop, I'd save the photo with the quality setting "11", instead of "12". The "over 1MB" problem has happened to me with a 1024x683 picture...
