Help With Leveling

I thought I nailed this, and it was in screening for quite some time also after it passed the first screening. I leveled on the tower, which was the most vertical line I could find. Any ideas?

Was it rejected or is this just your opinion? I think it looks pretty level, just that the angle the shot is taken at gives it a slanted look. It may need a bit of CW rotation, but I'm not sure.
