I can see grain and lots of jaggies on the second upload. You can maybe try to deal with them. However, I fear that the top of the harrier is overexposed and you might not be able to get the contrast just right. Shame, as it's a great shot!

I think the original shot is slightly blurry. That might be the reason why it's quite hard to make it acceptable. The motion blurry or out of focus shot could result in either soft appearance, or jaggies (oversharpened).
