Oversharpening Rejection

Recently, this photo got rejected for "oversharpening" banghead .

However, the original has similar looking "jaggies"
(sorry uploaded on different website)

Is this photo still salvageble?

The photo seems to have too much JPG compression. It might not be salvageable. Sorry.
