At first glance though, the highlights look blown out.

Yes 1024 by 780 is too big, try using 1024 by 683 would look better.

Well, no it isn't 4:3 aspect ratio is perfectly acceptable here, Agree it might look better at a 3:2 crop.(a personal & subjective opinion)

Might be an info rejection as location is clearly NOT "In Flight"... the dreaded "Level" reject might be a possibility as well

Well, the photo isn't level for one thing. I happen to think that there is too much sharpening around the tail area. A somewhat clockwise rotation is needed, just as Bubbles has mentioned.
I also agree with size ratios.

It might have some info problems since it is not very what I call "today's edge". What I mean is it is an old aircraft meaning there might be some info problems.

Looking at the edges that outline the plane it might be rejected for 'soft'. I have had some pictures that were rejected for that reason and they looked as sharp as the edges you have here. I would have to agree that the tail does look a little bit oversharpened since you can see jaggies on the x. If you have Photoshop some time should be invested in careful sharpening. Great picture otherwise.
