One thing I've done before is, when you turn off on Garden Highway, don't continue along that road, but pull off onto the gravel on the side. It gives you a pretty good view of 16R/24L. The only problem is, though you can easily see the runway, you will be unable to see aircraft on final for 16R untill 15-20 seconds or so before they touch down.
Alternatively, you can drive along powerline road and pull over at any point along 16L/24R, however, at this location I have occasionally had sheriffs come over and ask me a few questions, but its usually its no problem haha. There is a fence however, so to get good shots if you are trying to photograph, you will have to stick part of the camera through the fence.
