Was wondering why this photo of a civilian passenger aircraft would have to be listed as withheld? Also with military aircraft, I don't ever remember coming across photos from American military bases as withheld, yet it seems like several of the Russian military aircraft in the database has the location as withheld. So what photos would qualify for being listed as withheld?

"Withheld" means the photographer knows exactly where the photograph was taken, but is not revealing it for security, legal, or personal reasons. This has been used when shooting photos of military aircraft from certain countries where revealing the location or even the date could cause problems (or danger) for the photographer.
