Order Of Processing

I scan from prints and I've had some great shots. I have adobe photoshop 5. I'm wondering what dpi I should scan at and what order of step in photoshop I should use.

I doubt this picture will get accepted but I really like how it looks.

Rotate, Crop, Resize, Levels, Saturation, Unsharp, Save
