LHR you can use the free shuttle bus.
LTN is completely do-able on foot apart from 1 spot.

AMS has the panorama deck with views of most of the gates. The runways are kind of far away, though. The McDonald's spotters lot/viewing area can be reached by bus, or taking the Ibis hotel shuttle bus, which is free, runs on a regular schedule, and they don't ask whether you're staying at the hotel. Then walk about five minutes to the viewing lot.

London Heathrow is great without a car - I actually had a car last time and it was almost a liability! Parking is expensive and difficult to find!

FRA is OK unless you want good photos (into the sun most of the day from the obs deck).
DUS would be a better choice (both terraces)
The hill in MUC can be reached by foot or one stop on the train, but it's too far away for most photos.
