You can spot from the top level of Daily Parking Garage #2 ($5 per hour, max. charge $15 per day, only good for photos w/300-400mm lens in the morning though) which gives you good views of 19R/1L. Anything going to Hawthorne Aviation, Fed Ex, UPS, & ABX ramps will also come by you. The observation deck is of course closed due to the usual overreaction of security personnel. The only hotel that flights come by on arrival when the ops are S is off of Rt.28, but, they are way high in the sky, the onsite airport hotel is worthless for spotting.

The observation deck at IAD has been closed for over 5 years. When the construction began on the addons to the Main Terminal. The Daily Garage is the best spot to photo and watch planes. If you want the International Arrivals then you want the Signature parking lot. As most of the International arrivals come in on 19L/1R.
