Which significantly large airport has the closest observation deck to a runway? Haven't been everywhere so I can't say with certainty but as far as Asia is concerned it would have to be NGO. Some evidence from the past week at Centrair:

I'm no screener, but I'd love to see some of those pictures in the database. As for the question at hand...I know of none. They've sort of been disappearing around the US, though I know Founder's Plaza at DFW WAS very close. However, it has closed and is in the process of moving.

DUS comes to my mind (if this makes it to the category of "major"), where there is a Observation Desk at the turning point to runway 23L. This one is part of the mainline railway station, and offers an enclosed area plus a balcony.

Christchurch (CHC) runway is very close to the observation deck. At CHC you have a good clear view of the passenger side of the airport, apart from a small area of the terminal which blocks a part of the runway view
