Are you looking to buy this plane? If so, I would invest a bit more and get the instrument panel updated to a more standard layout. If you could afford it, upgrade the panel to electronic displays.
It looks like it has already gotten modern radios. You certainly can learn all of the basics and earn your tickets with this plane. The Lycoming 180 hp engine is great and will give you good performance for the money and should be reliable if all of the ADs and service letters have been complied with. Get a good certified inspector to evaluate the whole plane, prop and engine.
