Can't tell you about your specific flight however a lot of times the airline releases only a certain number of seats for an single segment of a multi-stop flight. If, as the travel date nears and seats are still unsold they may add more seats on the segment.
Also, in the case of CX I have noticed that many of their flights show "9" in all classes up to the day of departure but when you show up at the airport you find out that its overbooked.

Naturally, CX would want to sell their premium seats at least all the way from DXB, but normally Y would be open for everything, but maybe they have a quota that has been filled for the BOM/BKK sector. Maybe, if they don't sell more of the DXB/BKK, then they might open more seats for the BOM/BKK sector.
Although, I don't understand why the DXB/BOM has plenty of seats then (unless its just the quota that has been filled for the BOM/BKK sector).
