Looking at a flt connection via KWI- Would arrive KWI on Kuwait Airlines from Cairo, then have a 2-3hr layover before transferring to Delta's ATL flight. Is this possible or do you need any kind of transit paperwork??? Any help would be great!!

If you are a US citizen, you do not (I think) need a transit visa for Kuwait. I transited through Kuwait once on my Namibian passport whilst doing an LHR-KWI-MCT routing, and being a dual US/Namibia passport holder, I look to use whichever makes the trip easier, and determined that in either case, a transit visa was not required.
A quick check of international travel requirements on Delta.com states that US citizens do not need a visa for a transfer of less than 8 hours if they have proof of a continuing ticket.
