Excluding middle east carriers who mainly hire foreigners, are their others that do or did in the past? PIA used to have or still have crrew from Japan, Uzbekistan, Germany, France and apparently even from Africa, I saw one white male working on Philippine Airlines from LGW to Karachi, according to another post Cathay Pacific will be hiring non-Asian's from UK, JAL have some British crew, others?

Well, kind of the other way around, but I believe that Saudi Arabia has crews from Asia, mostly female, as they cannot have female Saudis working their flights.

heard SQ has a policy of singaporeans only.
Sorry, not true. Many Singapore Girls are Malaysian nationals. I'm not sure what MH policy is - I've never once seen non-Malaysian/Singaporean crew member. I suspect MH *might* employ some Japanese or Koreans for certain sectors, so probably that's as far as it goes.
Before 1998, Malaysia Airlines used to have Virgin Atlantic cabin crew (in their own VS uniform) on their KUL-LHR, KUL-SYD and KUL-MEL daily services (many flights were codeshared with them). I flew to MEL in 1995 and there were MH, VS and also Ansett crew onboard. Very international.

At SQ we have Cabin Crew from:
Singapore
Malaysia
Indonesia
India
Japan
Korea
Mainland China
Taiwan
China Hong Kong
I wouldn't dare care (u mean call?) them malay if they were singapore citizens
A Singaporean citizen can either be Chinese (76%), Malay (15%), Indian (6%), European, etc.
'Malay' does not mean Malaysian. Same as 'Chinese' does not mean China passport holders.
