Planning on flying SQ this summer back to the states from BLR. Has the service gone downhill or is it still great as ever?? its been a very long time since ive flown SQ. Also, is there ANY chance LAX will see the 777-300 ER anytime soon???

From what I know they don't send B777-300ERs there - you'll most probably end up flying SIN - LAX on B747-400 (unless, of course, you would like to pay some more and experience the non-stop A340-500 service )

The 747s are pretty poor compared to the newer products mainly because everything is now really old (in SQ terms). Having said that, I would say the experience overall (with the food, service and so on) is still miles ahead of many other airlines.
Last year, I travelled LHR-SIN on the A380 and flew back to LHR on the B747. It was not a fun flight on the B747 in economy - the IFE screen was tiny, the movie selection was small, the seat was not comfortable, there was no in-seat power, and so on.

My experience with SQ has been on the A380 only, I flew LHR - SIN and back on the "whale" only (I chose the flights on purpose this way). Regarding the B747, I've also heard they are pretty worn out by now but cannot say anything from personal experience.
As for your second suggestion, I checked quickly SQ's website and SIN - LAX and SIN - SFO show exactly the same prices for one and the same dates so you would have to be willing to pay a little bit more in addition to that for the SFO - LAX flight.
