Pre-Clearance ... In Asia?

Hey Guys,

It just hit me as I was looking at KE's route map, why wouldn't or why couldn't they set up pre-clearance at ICN? Would it not be beneficial or are there regulations preventing such a pre-clearance being set up? Or maybe it has to do with the frequency of flights that are operated airlines... for instance ICN, or NRT/HND etc, do not have as many flights as say YYZ or YVR to the US?

I do understand that there are plans to set up a pre-clearance in PUJ.

Anyway I thought it would be an interesting topic to bring up.

It has to do with the United States. Because the United States is enormous, many airports - even busy ones - don't have many international flights. So many airports that can support service to Canada (and in particular YYZ, which is as good a hub as DTW or JFK for many itineraries, or YVR, which is the same story vis a vis SEA) either don't have customs facilities or don't have customs on staff. To take one example, BDL - an airport that handled about as many passengers as TLS last year - has just 150 seats per week that require customs. Even a predominantly domestic airport like ORY or HND, you don't see that concentration of domestic service overseas.

For starters it would require the host government to accept armed US law enforcement agency to work there. Then there must be funding and agreed cost recovery from passenger and airline community. Lastly DHS must be willing to do it including ability to free up staff. This might a true issue as many US ports are already understaffed.

Then at ICN would require some extensive remodel work to create a sterile US only section where all US flights would depart from, and all transit passengers screened also. This would break up the nice KE/OZ terminal section split of today.

At the end of the day, there are logistical, financial, and obviously political issues at play for both sides.

As a tidbit, at one time LHR had US preclearane also. Did not last long.

Here at Shannon, the US CBP officials are not armed nor are they allowed to enforce any type of law (US or otherwise), as outlined by the Irish Constitution.

I didn't know that US pre-clearance staff based at the 8 Canadian airports with pre-clerance were armed. Are you sure about that?

It was my understanding that when police intervention is required after passengers have passed through pre-clearance, the local Canadian police force under whose jurisdiction the airport in question falls, handles it. While passengers have passed US entry formalities, they're still physically in Canada and subject to Canadian laws and law enforcement.

Additionally the sterile terminal area designated for for US clearance is indeed quasi US territory with other employees working there, (such as in stores or vendors) subject to US background checks and clearance.
The only way preclearance could ever work is if the area was indeed sterile and access authorized by US authorities.
