Ryanair Baggage Fee Question

Ryanair says that each person is permitted a max of 2 checked bags each. The weight can be either 15 or 20Kgs (different per bag charges apply)

So does this mean that I can carry a max of 40Kg of checked luggage, paying the per bag fee, without incurring the excess rate?

In Germany I see the option:
1 checked luggage 15 kg 15€
same in July/August 20€

1 checked 20KG 25€
same in July/August 30€

a second luggage with max 15KG 35€
same in July/August 40 €

I see no option for a second 20 KG, so the max with booking all right I understand to be 35 KG, one not exceeding 20KG, the other not exceeding 15KG, be careful when packing to not have 2x17 or 1x22 and 1*12...
