What Is With This Delta Flight?

I am sorry if this has already been discussed but I couldn't find any information about it. What is the deal with this Delta flight between JFK and LGA? It seems like they do this every night.

I am not sure why they would do this without knowing about aircraft routings and things like that.

Interestingly someone asked this SAME question back in 2002: What Airline Uses Code "dss"? (by H. Simpson Jun 27 2002 in Civil Aviation). Nobody had an answer. Now I'm curious too!

I looked around on Google and I can't find an airline with an ICAO code of "DSS". I find a lot of references to "data security standards" as they relate to credit card processing in the airline industry but that isn't really what we are shooting for
