I was wondering if someone could let me know if this is ok?
I need to buy a one way ticket to Hong Kong after Christmas and unbelievably a return fare is cheaper than a one way ticket!
If I buy a return ticket, with the outbound date I wish to travel and a random made up return date, will I be penalised if I do not show up for that return flight? I.e will they charge my credit card x amount because I didnt show up for that return flight?
Conversely, if I cancel my return ticket once I am in HK, because the price of my ticket I know I wont get a refund, will I be charged a cancellation fee?

What airline is this on? Even though it is forbidden to no-show on your return segment, usually the airline will not follow up on this. I have never heard of a case where they did.
What I would do, is I would schedule the return on a day in the far future where you MAY use it in the end. E.g. you know you have x days of vacation let's say next August, just put it on that day. Who knows, maybe you'll end up using it.

Should not be a problem. In fact last week I cancelled the return portion of a ARN-LHR-LAX ticket on BA. Only needed to fly ARN-LHR-LAX, so cancelled the rest once in LA and I even got a small refund of the taxes!

Im March I needed to fly one way from BRU to MUC. The cheapest I found was a return flight BRU-MUC-BUD.
I ended up flying only one the four purchased segments. I did not get penalized and still got the miles for the one segment.
The only risk I had was that LH could have changed my routing to BRU-FRA-BUD for example, in which case my tickets would have been useless to me.
You should not worry about not showing up for the flight. It happens all the time, voluntarily or not. That's why airlines overbook the flights.

It should be fine. I once booked a NWI-AMS-MUC-AMS-NWI flight on KL. Whilst I was in Germany, my wife was taken ill so I needed to rush home. KL said the ticket was non-refunable, non-changeable, and would charge around EUR700 for an additional one-way ticket for that morning's flight. I ended up buying on U2, for around EUR200, MUC-STN, and taking the bus home up to NWI. But my point, is that at MUC, I went to the KL desk to tell them I wouldn't be on the next day's flight, and the staff there just said to leave it, it didn't matter.
(My wife had a kidney stone and was fine after a few days).

No airline will pursue on such things. It is just a normal no-show for them, be it on the outbound or the return section of the ticket.
Keep in mind, that all airlines factor-in a certain percentage of no-shows when selling seats on a given flight, actually ofen accepting more bookings than seats are present.
When intending not to show up for a booked return section you should NOT check in for it. This will enable the airline to sell the empty seat to a stand-by customer at a high fare thus generating double income for the airline.
I would not contact the airline prior to no-show for the return section, as this might indeed get interpreted as fare cheating and then could get pursued by the airline.
A simple no-show always is the better option as can be explained as "change of travel plans at last minute" or "unable to reach the airport in time, due to traffic" etc.
When booking return tickets with the intention to no-show for the return section it can be an option to look into an open jaw-routing (but usually one has to fly back to ones originating region) with less transfers, as this might save on taxes and/or fuel surcharges.
Having a need to fly oneway from AGP to HAJ (for 3 pax), I booked a AGP-ZRH-HAJ / HAJ - ZRH routing once on LX, outbound in discounted Business Class, and return (fictious HAJ-ZRH) in deeply discounted Eco.
